Heatwaves and lightning added to India's notified natural calamities
India's central government has notified heatwaves and lightning as natural calamities, making them eligible for state disaster funds following a Finance Commission recommendation.
The Ministry of Home Affairs informed the Lok Sabha on August 4 that heatwaves and lightning had been added to India's list of notified natural calamities, increasing the total to 14, including floods, cyclones, droughts, and landslides.
The change follows a recommendation by the Sixteenth Finance Commission (FC-XVI) and operational guidelines issued on June 30. Along with the 2024 amendment to the Disaster Mitigation Fund guidelines, the update makes heatwaves eligible for the full State Disaster Risk Management Fund pool.
Under Article 280 of the Constitution, the Finance Commission recommends arrangements for disaster management funds. FC-XVI recommended Rs 2.04 lakh crore for State disaster funds for the five years from 2026-27 to 2030-31, nearly 28% more than the previous allocation.
