The Tamil Nadu State Wetlands Authority told the Madras High Court that building construction near Chennai's Pallikaranai marshland can be regulated instead of banned, citing an interim 'Zone of Influence' plan by the National Centre for Sustainable Coastal Management.
The Tamil Nadu State Wetlands Authority (TNSWA) has told the Madras High Court that construction around the 1,247.54-hectare Pallikaranai marshland in Chennai can be regulated and need not necessarily be banned. Appearing before the First Division Bench of Chief Justice Sushrut Arvind Dharmadhikari and Justice G. Arul Murugan on Thursday, August 20, 2026, the authority said the National Centre for Sustainable Coastal Management (NCSCM) had prepared a plan to delineate an interim 'Zone of Influence' (ZoI) around the wetland. The interim ZoI would remain in place until a final ZoI is determined after thorough scientific studies of site-specific hydrological and land use characteristics. The submission could affect thousands of property owners in areas surrounding the marshland.
