An independent review of the Sept. 10, 2025, killing of Charlie Kirk at Utah Valley University found the school did not conduct a formal security assessment or create a written event action plan, and that his organization insisted on an outdoor venue despite concerns.

An after-action report released Friday by Utah Valley University found multiple security deficiencies surrounding the Sept. 10, 2025, killing of Charlie Kirk on the Orem campus.
The external, independent review assessed security procedures for Kirk's talk and examined planning conversations between his organization, Turning Point USA, and university officials, as well as the university's response to the shooting.
According to the report, Turning Point USA insisted Kirk speak outdoors despite security concerns. Some university officials expressed reservations about holding the event in an outdoor space with tall buildings around, but ultimately allowed it to proceed.
The report also found that the university did not conduct a formal security assessment, did not create a written event action plan, and did not properly assess dangers such as the possibility of a rooftop shooter.
